UAE Investor and Partner Visa for Company Owners

A partner visa UAE authorities issue gives a company owner residence through their shareholding rather than a job. But the licence is only the first step: the company also needs an immigration file, visa quota and records showing you as an owner. Choosing between partner residence, a Green or Golden visa or an employment visa should happen at formation.
Key pointOwners who hold their UAE shares through a foreign holding company may not qualify for partner residence at all, because the shareholder of record is the company, not the individual.
At a glance
Ownership on the record
Partner residence depends on being named as a shareholder or partner on the licence, memorandum of association or share register of the sponsoring company.
Licence is not enough
The company also needs an establishment card or free zone immigration file and an available visa allocation, often linked to the size of its premises.
Green visa for investors
The federal portal describes the investor Green visa as replacing an earlier investor residence that was valid for two years only.
Golden visa threshold
Owners who invest at least AED 2 million in a company, or whose share of company tax is high enough, may qualify for the Golden visa.
Exit ends the basis
Selling your shares or leaving the company removes the basis for partner residence, so cancellation and timing should be agreed in the transaction.

A partner visa UAE authorities issue lets a shareholder or owner of a UAE company live in the country on the strength of that ownership rather than an employment contract. It is often called an investor visa. The company sponsors the owner's residence, but only once it has a licence, an immigration file, visa quota and records that show the person as an owner.
Founders are often surprised that the trade licence is only the start. This guide explains how the investor and partner residence routes work on the mainland and in free zones, how they differ from employment visas and from the Golden and Green visas, and the structuring mistakes that leave owners without a valid basis to stay. It reflects the official guidance available as of October 2026; fees, quotas and processing details vary by emirate and free zone, so confirm them before you rely on them.
The short answer: how a partner visa UAE route works
An owner of a UAE company can usually obtain residence through that company as an investor or partner. The steps are broadly the same everywhere: the company is licensed, it opens an immigration file (on the mainland, the establishment card), the owner receives an entry permit or changes status, completes the medical test and Emirates ID biometrics, and the residence visa is issued.
Three conditions decide whether the route is open to you:
- You must be an owner on the record. Your name must appear as a shareholder or partner on the licence, memorandum of association or share register. Owning through a holding company or nominee may not count.
- The company must be able to sponsor. It needs an active licence, an immigration file and available visa quota, which on the mainland and in many free zones is linked to the premises.
- Your share must meet any minimum. Some authorities set a minimum value for the investor's share before they will issue investor or partner residence.
Where the investment is large enough, a Golden visa may be a better long-term option. For most founders of smaller companies, the standard investor or partner residence, or the investor Green visa, is the practical answer.

The legal framework and who decides
Residence for investors and partners sits within the Federal Decree-Law No. 29 of 2021 Concerning Entry and Residence of Foreigners and its executive regulations, which also created the Green and Golden visas. The ownership side is governed by the Federal Decree-Law No. 32 of 2021 on Commercial Companies for onshore companies, and by each free zone's own companies regulations.
The authorities involved depend on where the company is licensed:
- Mainland. The emirate's economic department licenses the company. ICP, or GDRFA in Dubai, issues the establishment card and the owner's residence.
- Free zones. The free zone authority registers the company, manages the visa quota and submits residence applications to the immigration authority.
- DIFC and ADGM. The registrars of these financial centres handle the company side, with residence processed through their government services channels.
The federal portal notes that the investor Green visa replaced an earlier investor residence that was valid for two years only. In practice, authorities still offer several investor and partner products, so the label on your visa will depend on the emirate and the channel used.
Partner visa, employment visa, Green or Golden visa: options compared
Owners often have more than one route available. The right choice depends on the size of the investment, whether you also work in the business, and how stable you need your residence to be if the company changes.
| Route | Basis | Sponsor | Best for |
|---|---|---|---|
| Investor or partner residence | Recorded ownership in a licensed UAE company | The company | Founders of small and mid-sized companies |
| Investor Green visa | Establishing or participating in a commercial activity, with proof of investment | Self-sponsored | Owners who want residence less tied to the company's immigration file |
| Golden visa (company or tax route) | At least AED 2 million invested in a company, or a qualifying tax contribution | Self-sponsored | Owners of well-capitalised or profitable businesses |
| Employment visa | Employment contract and work permit | The employer | Managers who are not owners, or owners holding through a corporate vehicle |
The investor Green visa and the Golden visa reduce dependence on the company's visa file, which matters if you might sell, restructure or close the business. See our guides to the Green visa and the UAE Golden Visa for investors for their criteria.
Why a licence alone is not enough
A common assumption is that a trade licence automatically gives the owner a visa. It does not. Several further elements must be in place before any partner visa UAE application can succeed.
The immigration file and quota
On the mainland, the company must obtain an establishment card, which opens its file with the immigration authority. In free zones, the authority allocates a number of visas, usually linked to the size of the leased office. A flexi-desk package may carry only a small allocation, and the owner's visa uses one of them. See our page on Emirates ID and establishment cards.
Ownership on the record
The authority checks the licence, memorandum of association or share register. If you hold through a foreign holding company, the shareholder of record is the company, not you, and partner residence may be unavailable. The usual alternative is an employment visa as manager, which brings work permit and payroll obligations.
Premises and minimums
On the mainland, a registered tenancy is generally required for licensing and affects visa capacity. Some authorities also set a minimum value for the investor's or partner's share. GDRFA Dubai's investor and partner Green visa service, for example, specifies company forms and a minimum paid share value in its terms. Check the current terms before you set the share capital.
Single-owner companies
Founders operating alone often use a sole establishment or a one-person limited liability company. Both can sponsor the owner, but the legal form affects liability, the investor category on the visa and how easily new partners can be admitted later. If you expect to bring in co-founders or investors, choose a form that accommodates them without a full restructuring; our guide to the sole establishment and one-person company compares the options.
Step by step: from licence to residence
- Structure the ownership. Decide whether you will hold shares personally or through a vehicle, and whether the share value meets any minimum the relevant authority applies.
- Licence the company. Complete licensing with the economic department or free zone, including memorandum of association and premises. Our guide to setting up a company in Dubai mainland covers this stage.
- Open the immigration file. Obtain the establishment card on the mainland, or confirm visa allocation with the free zone.
- Apply for the entry permit or change of status. Submit the passport, photo, licence and partnership or investment documents. GDRFA's investor and partner entry visa allows a period in the UAE to complete residence formalities.
- Medical test and Emirates ID. Complete the medical fitness test and biometrics at approved centres.
- Issue residence. The residence permit is issued in the investor or partner category.
- Complete post-visa steps. Sponsor family if needed, open personal and corporate bank accounts, and register the company for corporate tax where required.
Owners who also need a MoHRE work permit for other roles, or who plan to employ family members, should map those permits at the same time.
Documents for a partner visa UAE application
Most delays in a partner visa UAE file come from documents rather than eligibility. Authorities generally ask for a combination of personal and corporate evidence, and the corporate side must match the licence exactly.
- Personal. Passport with sufficient remaining validity, a compliant photograph, any existing UAE visa or Emirates ID, and the medical fitness result once completed.
- Corporate. The current trade licence, the memorandum of association or partnership contract showing your share, the establishment card or free zone immigration record, and the tenancy where required.
- Investment. Where the authority applies a minimum share value or a Green visa investment test, evidence of paid-in capital or investment, such as a bank letter or audited accounts.
If a corporate shareholder sits between you and the UAE company, expect to produce its constitutional documents, a certificate of incumbency and evidence of your ultimate ownership, legalised for use in the UAE. That evidence also feeds the company's beneficial ownership filings, so it pays to assemble it once and keep it current.
Names and passport numbers must be identical across the licence, the memorandum and the visa application. A transliteration difference between an Arabic and an English document is enough to trigger a rejection and a licence amendment, so check them before filing.
Free zones, DIFC and ADGM
In free zones, the partner visa UAE process is run end to end by the free zone authority, which is one reason founders choose them. The trade-off is quota: visas are tied to the premises package, and upgrading the office is often the only way to add visas. A free-zone investor visa also does not by itself authorise the owner to trade onshore; see our guide on whether a free zone company can do business in the UAE.
In the DIFC and ADGM, owners of entities registered with the centre obtain residence through the centre's government services, and employees are governed by the centre's own employment law. Regulated firms face additional approval for senior individuals, which runs separately from the visa.
Our investor and partner mobility team advises on which jurisdiction gives founders the most flexible residence position for their plans.
If you hold your shares through a foreign holding company, check before licensing whether you will qualify for partner residence. Restructuring later means amending the memorandum of association, reissuing the licence and often cancelling and reapplying for the visa.
An illustrative scenario
This scenario is illustrative only and does not describe any client.
Two co-founders set up a consultancy on a free-zone flexi-desk package. One holds her shares personally; the other holds through a family holding company abroad. Both want residence, and the second also wants to sponsor his spouse and children.
The first founder qualifies for a partner or investor visa through the company, using one of the package's visa allocations. The second may not, because the shareholder of record is his holding company. Options include transferring a personal shareholding to him, appointing him as an employee on an employment visa, or, if he is investing enough, using a self-sponsored long-term visa.
The family point matters too. Whatever route he uses must support family sponsorship, which depends on evidence of income and accommodation. Choosing the route at formation saves a second licence amendment and a visa cancellation later.
Risks and common mistakes
Using up the visa quota before the owners are sponsored
On small free-zone packages, every employee visa uses an allocation. Founders who hire first can find there is no room for their own residence or for a co-founder. Plan the order of sponsorship at formation, and choose a premises package that covers owners and the first hires. Upgrading the office later is possible but adds cost, a lease change and sometimes a licence amendment, so it is cheaper to size the package correctly from the start.
Selling shares without dealing with the visa
A partner or investor visa depends on continued ownership. If you sell your shares or exit the company, the basis for the visa ends and it should be cancelled, with a grace period to obtain a new status or leave. Buyers and sellers should agree in the share purchase agreement who handles cancellation and the timing, so the departing owner is not left overstaying and the company does not carry a sponsorship for a former shareholder.
Working outside the licensed activity or entity
A partner visa UAE authorities grant through one company does not authorise the owner to run another business or provide services through a different entity. Owners with several companies should check which entity sponsors them and whether any other activities need their own licence or permit. Directors and managers of other group entities may also need separate authorisations.
Letting the licence or establishment card lapse
If the trade licence or establishment card expires, the company may be unable to renew the owner's visa or sponsor family members, and fines can accrue. Lapses also complicate bank account renewals and corporate tax filings. Diarise licence and card renewals together with residence renewals, and keep company records current. Our guide to trade licence renewals and amendments sets out the usual timetable.
Cross-border angle and what to do next
Founders from Bangladesh, India, the UK, Singapore and China frequently hold UAE companies through home-country or offshore vehicles for tax or investor reasons. That structure can conflict with partner residence, and with UAE banking and beneficial ownership disclosure. Home-country rules on outbound investment and controlled foreign companies may also apply. Coordinate both sides before choosing who sits on the share register.
A checklist for any partner visa UAE plan:
- Will you hold shares personally, and does your share meet any minimum the authority applies?
- Does the premises package give enough visa allocations for owners and early hires?
- Would a Green or Golden visa give more stable residence?
- Who handles visa cancellation if an owner exits?
- Are family sponsorship requirements met by the route chosen?

Frequently asked questions
01Does a UAE trade licence come with a visa?
No. A trade licence authorises the company to trade; it does not grant residence. To sponsor its owner, the company must also open an immigration file (on the mainland, an establishment card) and have an available visa allocation. The owner then applies for an entry permit or change of status, completes the medical test and Emirates ID biometrics, and receives an investor or partner residence visa. Many free-zone packages bundle a set number of visa allocations with the licence, but each must still be applied for.
02Can I get a partner visa if I own shares through a holding company?
Often not directly. Immigration authorities look at the shareholder of record. If your UAE company is owned by a foreign holding company, that company is the shareholder, not you, and partner residence may be unavailable. Common solutions are to hold a personal shareholding, to take an employment visa as manager, or to qualify for a self-sponsored long-term visa. Decide before licensing, because changing the register later requires amendments and may mean reapplying.
03What is the difference between a partner visa and an employment visa for owners?
A partner or investor visa rests on ownership, so the owner does not need an employment contract with the company. An employment visa rests on a contract and a work permit, which brings payroll, WPS and labour law obligations. Owners who are not on the register, or who prefer to be employees for salary-evidence reasons, often use employment visas. The choice affects family sponsorship evidence, bank onboarding and what happens if the owner exits.
04Can a partner visa holder sponsor family?
Generally yes, provided the owner meets the income and accommodation conditions the immigration authority applies to family sponsorship. Because owners do not receive a salary certificate in the same way as employees, authorities may ask for other evidence of income, such as company accounts or bank statements. Check what the relevant authority will accept before applying. Our guide to family sponsorship explains the conditions for spouses, children and parents.
05How many partner visas can a free zone company get?
It depends on the free zone and the premises package. Most free zones link visa allocations to the size and type of office leased, with flexi-desk packages carrying the fewest. Each owner and employee uses one allocation. If you need more, upgrading premises is usually the route. Check the allocation before signing, and plan the order in which owners and employees will be sponsored.
06Is a Green visa better than a partner visa for founders?
It can be. The investor Green visa is self-sponsored, so it is less dependent on the company's immigration file, which helps if you plan to sell, restructure or close the business. It requires proof of investment and meeting the conditions set by the issuing authority. Founders with larger investments may instead qualify for the Golden visa. The standard partner route remains the simplest for many small companies.
